Invitation of public opinions in response to the revision of the 'Basic Policy for the Promotion of Contracts Considering Reduction of Emissions of Greenhouse Gases and Others by the State and Other Entities'

At the time of revision of 'the Basic Policy for the Promotion of Contracts Considering Reduction of Emissions of Greenhouse Gases and Others by the State and Other Entities' (hereinafter called the Basic Policy) based on 'the Act on Promotion of Contracts of the State and Other Entities, Which Show Consideration for Reduction of Emissions of Greenhouse Gases, etc.' (hereinafter called the Green Contract Act), the draft is prepared as attached. In order to hear a wide range of public opinions from across the nation, we would implement Public Comment Procedure.

For the purpose of building a sustainable society with less environmental load along with the aim to reduce greenhouse gases, etc., by promoting contracts considering reduction of emissions of greenhouse gases, etc. (hereinafter called the Green Contracts) when public institutions like the State and local governments, etc. procure goods and services, Green Contract Act has come into effect in November, 2007.

Institutions like the States, etc. are tackling the Green Contracts in accordance with the Basic Policy prescribed by the article 6 of the Green Contract Act. At present, the Basic Policy stipulates specific contents and procedures on the Green Contracts, concerning the 6 contracts, i.e., power supply, procurement and lease of automobiles, procurement of ships, energy conservation improvement, construction and waste management.

The Basic Policy is subject to revision and this year we called for proposal for reference and held the review meeting attended by academic experts, etc. to prepare the revised draft for a contract concerning electricity distribution.

We would accordingly invite a wide range of public opinions from across the nation which will be helpful in finalizing the revision of the Basic Policy.

Your comments will be accepted from Monday, November 6 to Tuesday, December, 5, 2017, 5pm.

Please be noted that all procedures related to this invitation for public comments will be conducted in Japanese-language, therefore your comments also need to be submitted in Japanese-language, by mail, facsimile or email.
