Opinions of the Minister of the Environment on the Environmental Impact Statement for the Maebashi-Kasakake Road

On November 10, 2006, the Ministry of the Environment (MOE) submitted the Minister's opinions on the environmental impact statement for the Maebashi-Kasakake Road, Route 50, to the Ministry of Land, Infrastructure and Transport, in accordance with the provisions of the Environmental Impact Assessment Law.

This project is planned to construct a national road 12.5 km in length with 4 lanes in Gunma Prefecture in place of the current road with 2 lanes. The MOE commented on the following issues of this project:

1. Conservation of the environment along the road
It is necessary that proper consideration be given to the land use along the road from the standpoint of environmental conservation because the majority of the road's length is to be constructed on land surface (not in elevated nor underground structures), and the areas along the road are likely to be developed in the future.

2. Noise from construction traffic
Evaluate construction traffic noise by comparing it with the environmental quality standards, and then consider environmental protection measures based on the evaluation.
