MOE's reaction against the dumping of the dredged material outside the designated area

The Niigata Office of the MLIT, Hokuriku Regional Department Bureau is granted the permission to dump the dredged material at sea under the Law relating to the Prevention of Marine Pollution and Maritime Disaster. However, it was found out that they dumped it outside the area designated by the MOE from 2007 to 2009 by mistake.
Therefore, the MOE inspected to confirm the fact and the influence of the dumping. As a result, it seems that the influence by the dumping is not severe. Then, the Director of the Office of Marine Environment and the MOE executed an Administrative Guidance against the Director of Niigata Office to prevent from making the same mistake.
