Submitting the Minister's opinion on the policy relating to Motosu City planning area

The MOE has submitted the Minister's comment on the policy of city planning area's upgrading, development and maintenance relating to Motosu City planning area (Discretion holder of the city plan : Gifu Prefecture) to the master of Chubu Regional Bureau, Ministry of Land, Infrastructure, Transport and Tourism on June 16, 2010.

1. For the policy of city planning area's upgrading, development and maintenance relating to Motosu City planning area, the MOE submitted the Minister's comment to the master of Chubu Regional Bureau, Ministry of Land, Infrastructure, Transport and Tourism on the June 16, 2010 as below, since they requested an opinion from the viewpoint of environment conservation according to the City Planning Law.
2. In this case, since the existing divisional districts are abolished at the period of the integration and restructuring of city planning area triggered by the merger of Towns and Villages, there is a risk of damaging the nature and living environment derived from ongoing unruly expansion of urban zone. Therefore, the Minister's opinion pointed out the necessity of taking steps toward the guide for a precise land use.

There is a risk of damaging the regional nature and living environment in this city planning area because of the following reasons:
-the population is increasing and the urban zone is expanding
-the construction of commercial facilities is planned nearby the newly-created interchange
Therefore, appropriate steps which are equivalent to set the divisional districts, such as the guide for a precise land use, should be conducted. To ensure the effectiveness of these steps, it is necessary to monitor fairly whether such steps are functioning fully or not. Also, if the result of monitoring is judged that the effects on the regional nature and life environment might rise, it is necessary to provide further insights including the establishment of the divisional districts once again and take appropriate additional steps.
