Statement by YAMAGUCHI Tsuyoshi, Minister of the Environment, Japan, on the Sixth Assessment Report (AR6) of the Intergovernmental Panel on Climate Change (IPCC) (April 4, 2022)

Today, the Intergovernmental Panel on Climate Change (IPCC) released the Summary for Policymakers (SPM) of the IPCC Sixth Assessment Report (AR6), the Working Group III contribution.

The report indicates that global warming is likely to exceed 1.5℃ during the 21st century based on the measures announced and submitted by each country prior to COP26. The report is calling the entire world to further accelerate climate change mitigation efforts.

To significantly reduce greenhouse gas emissions, it is important to consider measures not only related to energy supply, but also demand. It is noted that strengthening efforts on the demand could result in a 40-70% reduction in global GHG emissions by 2050. Japan's current efforts to change individual lifestyles and promote regional decarbonisation are initiatives precisely related to the demand. It is important to develop further efforts including the creation of decarbonisation leading areas.

In addition, it is clearly stated that accelerating climate change mitigation efforts is also essential to achieve the Sustainable Development Goals (SDGs).

The report mentions innovation and social aspects as well. We reaffirmed the need for a grand design (a comprehensive vision of the path forward) to transform the entire economy and society in order to address climate change, which is the greatest challenge to be overcome with the 'new capitalism'.

It is not an easy task to significantly reduce global GHG emissions, including in Japan, in order to limit global warming level to 1.5℃. However, we have to make utmost efforts to achieve the goal while gathering the world's wisdom.
