Decision of the Global Warming Prevention Headquarters (Japan)

The institutional arrangements for utilization of the Kyoto mechanisms have been decided as described below, based Guideline of Measures to Prevent Global Warming (approved 19 March 2002).
1. The Liaison Committee for the Utilization of the Kyoto Mechanisms (hereinafter "Liaison Committee") shall be established under the Steering Committee of the Global Warming Prevention Headquarters (hereinafter "Steering Committee"). The Liaison Committee shall deal with approvals by Japan, as a Party to the Kyoto Protocol, of projects that relate to Joint Implementation (JI) and the clean development mechanism (CDM) under the Kyoto Protocol (hereinafter "Project Approvals") as well as any procedures and other essential matters relating to Project Approvals.
2. In order to facilitate the implementation of JI and CDM projects, the Liaison Committee shall be comprised of officials at the division director level from the relevant ministries and agencies that have a close involvement with the said projects. The Steering Committee shall stipulate separately the composition of the said ministries and agencies, and as required by circumstances, the Steering Committee may add to or change the composition of the Liaison Committee. In addition, general affairs of the Liaison Committee shall be conducted by the Cabinet Secretariat, with cooperation from the Ministry of the Environment and the Ministry of Economy, Trade and Industry.
3. The Steering Committee shall stipulate separately any essential matters relating to operations and other affairs of the Liaison Committee, including reports to the Global Warming Prevention Headquarters relating to Project Approvals.
4. The Ministry of Economy, Trade and Industry and the Ministry of the Environment shall collaborate to establish a National Registry, and shall jointly conduct operations and administration as the National Registry Administrators. In addition, the said Ministries must report the contents of the National Registry to the Liaison Committee.
