1.Background

The Asia-Pacific Seminar on Climate Change (hereinafter referred to as "AP Seminar") has served as a regional vehicle for countries to promote confidence building by providing opportunities to exchange views and experience on climate change issues in a practical manner. The 23rd AP Seminar was co-organized by the Ministry of the Environment, Japan and the Department of Foreign Affairs and Trade, Australia.

At the nineteenth session held in November 2013, in the Ad Hoc Working Group on the Durban Platform for Enhanced Action (ADP), the Conference of the Parties (COP) invited all Parties to initiate or intensify domestic preparations for their intended nationally determined contributions in a clear and transparent manner, in the context of adopting a protocol, another legal instrument or an agreed outcome with legal force under the Convention applicable to all Parties towards achieving its Article 2, the objective of the Convention, and to communicate them well in advance of the twenty-first session of the COP. The COP has also encouraged developed county Parties, the operating entities of the financial mechanism and any other organizations in a position to provide assistance for the above preparations as early as possible in 2014.

On the other hand, currently, many developing countries in Asia-Pacific countries have promoted planning and implementing their mitigation actions, various donors have provided them with cooperation to develop mitigation actions in developing countries are enhanced.

Taking into consideration the aforementioned, during the 23rd AP Seminar, we attempted 1) to mutually share the current situation of mitigation actions including Low Carbon/Emission Development Strategies (LEDS/LCDS)、NAMA and other relevant programme, which developing countries in the Asia-Pacific region have individually developed, and implemented to provide the bottom up basis for future mitigation actions, 2) to learn from each other’s experience in developing and implementing mitigation actions, and 3) to further discuss the future direction of intended nationally determined contribution of post-2020 climate change regime in this region, based on their implemented mitigation actions.

2.Objectives

The 23rd AP Seminar aimed to deliver the following objectives:

  • Produce a stocktake of the current status of NAMAs in the Asia-Pacific;
  • Share countries’ experiences and lessons learned for NAMAs and MRV institutional arrangements, in view of possible replications;
  • Brief and analyze ongoing climate change negotiations, focusing on the process and requirements to prepare intended nationally determined contributions; and
  • Discuss the future direction of intended nationally determined contributions in the Asia-Pacific region, for example, necessary actions and support
