1.Background

The Asia-Pacific Seminar on Climate Change has served as a regional vehicle for countries to promote confidence building by providing opportunities to exchange information, views and experiences on issues of climate change in a practical manner. The 20th Asia Pacific Seminar is co-hosted by the Department of Climate Change and Energy Efficiency, Government of Australia; Office of Natural Resources & Environmental Policy and Planning, the Ministry of Natural Resources and Environment (MNRE), the Royal Thai Government; and the Ministry of the Environment, Government of Japan.

The 20th Asia Pacific Seminar is designed to provide opportunities for participants to exchange views in a frank manner, to create common understanding on how we should make efforts in addressing adaptation planning to tackle negative impacts of climate change in effective ways.

The 20th AP Seminar takes up priority issues for the region, which is vastly shared by developing countries. This includes adaptation planning at the national level, adaptation efforts and initiatives at the local level, a review on what kind of support is available for adaptation together with expected preparedness to receive this support, and finally an overview and discussion in relation to the issue of 'Loss and Damage', particularly in the way it has been discussed in the international climate negotiations.

2.Objectives

Through discussing these key issues, the Seminar may help participants find useful thoughts or general directions on how developing countries can practically undertake adaptation planning, and how international community should assist them in their efforts to build a resilient Asia Pacific, with the final objective of consolidate opinions for discussions at the 18th Conference of the Parties, to be held in Qatar, late this year.

The organizers expect to have fruitful discussions in the following topics:

  • Adaptation Planning
  • Coordination and Arrangements for Adaptation
  • Support Schemes for Adaptation
  • Loss and Damage

3.Organizers

The Department of Climate Change and Energy Efficiency, Government of Australia; Office of Natural Resources & Environmental Policy and Planning, the Ministry of Natural Resources and Environment (MNRE), the Royal Thai Government; and the Ministry of the Environment, Government of Japan; with the Overseas Environmental Cooperation Center, Japan, acting as Secretariat for the AP-Seminar.
