A. Features of Initiatives to Prevent Global Warming by KIKO Network
1. Background
KIKO Network is a nationwide network of citizens and environmental NGOs interested in the prevention of global warming and climate change, established 19 April 1998. KIKO Network took over the objectives and activities from KIKO Forum, which had been active leading to the success of COP3. At present 150 NGOs and a large number of individuals belong to KIKO Network.

2. Contents of the Practice

  • Collection and dissemination of information:
    KIKO Network participates in international conferences concerning global warming and collects, analyzes and provides information on discussions at the international level. Moreover, the network conducts follow-up of international negotiations toward the coming into force of the Kyoto Protocol and holds seminars for NGOs to develop policy proposals. It formulates the proposals to reduce greenhouse gas emissions in Japan, and provides information for citizens. It also holds special classes to study global warming and seminars to raise environmental awareness among citizens.
  • KIKO Network surveys the actions taken by local authorities and commercial enterprises to solve global warming, and is formulating environmental assessment indicators. It supports partnerships with public and private entities.
  • It organizes symposiums and working group sessions by NGOs every December in order to assess the results and problems of efforts made after Kyoto Conference. Furthermore, it functions as a network of nationwide NGOs and seeks the cooperation of governments and commercial enterprises.
  • It coordinates voluntary activities, and plans and implements environmental programs based on volunteers. These activities contributed to capacity building, networking, and linkages with education at school.

B. Reasons for Inclusion as a Best Practice

  • It can contribute to the formation of future policies to prevent global warming. In the coming years that require new social and economic systems, KIKO Network is demonstrating a new way to construct our society based on citizens' activities. It anticipates future needs of society. It aims to create a common vision and directions for the future.
  • It is a challenging and emerging approach, as it participates in international negotiations, national policy formation and exchanges of information.
  • It is promoted through cooperation between actors. Partnerships with government, local authorities and commercial enterprises are now being built.

C. Problems and their Solutions
Despite its great potential, KIKO Network's activities have been limited due to limited funding. The network deals with this problem by prioritizing the activities. Moreover, with the cooperation of volunteers, and support of members and corporations, KIKO Network strives to minimize costs and maximize effectiveness. Although it is not easy to carry out its plans and decide concrete directions, being a network with a national scale having few precedents, it is conducting the activities as a balanced and impartial organization.
