I. Title of the Best Practice

Expansion of the Use of Natural Gas as Fuel for Cars, Urban Buses and Light Duty Trucks

II. Overview of the Best Practice

A. Brief description of policy or measure:
Actually in Italy natural gas is a fuel used in a nice market for about 200.000 cars, that are ordinary petrol cars converted to dual fuel system, and a limited number of urban buses.
A network of filling stations (300) exists, mainly in the northen part of the country The policy coordinate environmental agreements with automotive industry and gas distribution company and a strong reduction of excise taxes on natural gas for transport use.
The excise duty is reduced to about 20% of the one of petrol, actually excise duty represents about 60% of total price of petrol

B. Objective(s):
The policy aims at the expansion of this nice market, to a size significative for industry, though:

  • creation of a national network of filling stations, about 600 stations
  • a line of new cars with natural gas fuel directly from the factory
  • promotion of this fuel expecially for use in urban environment, to reduce pollution

C. Cost effectiveness:
The environmental agreements has no cost for the administration. The network of filling station and the cost of new cars will be paid directly by consumers.
The reduction of excise taxes affects revenues, but the way it is engineered will reduce adverse effects of taxation on people that use the cars extensively

D. Performance indicator(s):
National energy statistics, quantities of natural gas for use in transportation sector.

Reduction of CO2 emissions, reduction of pollution (NOx, SO2, NMVOC, particulate)

E. Estimated reduction:
As first estimate about 20% for each unit of energy substituted
