　大臣閣下、ご来賓の方々、代表団及びご列席の皆様、

　本会議において議長を務めることは、私にとって大変な名誉でありま
す。この場をお借りして、本会議のすべての参加者の方々に対し、先週の
会議の中でいただいたご支持とご協力に深く感謝の意を表したいと思いま
す。本会議の成功に向けて､これまでと同様に協力の精神のもと、これから
の数日間の極めて重要な任務の遂行が行われるよう心から望んでおります。

　気候変動に関する国際連合枠組条約第３回締約国会議−COP3−は、来る
21世紀を迎えるに当たり、地球温暖化問題に関し真の進展を図るための極め
て重要な会議であります。私は議長としての職務を果たすために引き続き
最大限の努力を重ねることをお約束するとともに､ここ京都において成功が
収められるよう皆様方のご支持とご支援が得られることを切に希望してお
ります。

　私は、先週から週末も休むことなく行われた熱心な議論の結果、実質的
　な成果が得られたことをここにご報告いたします。また、ビューローメ
　ンバー各位及び全体委員会議長エストラーダ大使閣下の卓越した手腕に
　対し心から感謝の意を表したいと思います。同時に、ザミット・クタ
　ヤール事務局長及びそのスタッフの疲れを知らない努力に対して感謝い
　たします。

　これから閣僚及び各国代表によるハイレベル・セグメントに参加する
　我々すべての者が議論すべき多くの重要な課題が未だに残っておりま
　す。私は､12月10日の最後までに最終的な合意を得るため交渉の劇的進展
　を見ることができるものと確信しております。そのためには、皆様に次
　のアプローチを検討していただきたいと思います。

　第一に、温室効果ガスの削減の約束に関し指導的な役割を果たさなけれ
　ばならないのは先進国であることです。私は、閣僚の皆様方はこの目標
　を達成するための強い政治的な意思を持って、ここ京都に来ておられる
　ものと確信しております。

　私は､途上国が気候変動を抑制するため多大な努力を既に行っていると認
識しています。すべての締約国により現在の約束が確保され、更なる行動
を促進するため､多くの途上国による自発的な気候変動対策を歓迎いたしま
す。

　この極めて重要な地球環境問題に対処するため、私の同僚たちにあらゆ
　る努力を尽くすよう呼びかけます。このためには、私たちはこれまで長
　い間当然と思っていた方向を転換しなければなりません。この転換は常
　に快適なものとは限らず、場合によっては痛みを伴うものかもしれませ
　ん。しかしながら、一緒に取り組むことにより、個別に行うよりも多く
　のことが可能になります。我々の努力を糾合し、解決に向けて一歩踏み
　出しましょう。

　私たちが京都に集うために多くのことが行われてきました。これらの努
　力の結果、京都会議は私たちが取るべき極めて重要な決定にとって、今
　まさに機が熟しております。地球規模での取り返しのつかない被害を避
　けるため、ここに集った閣僚及び各国代表が、地球市民を代表し、この
　全人類共通の問題の解決に向けて協同し、そして決然たる行動をとられ
　ることを私は確信しております。

　どうかこのかけがえのない機会を逃すことのないようにしようではあり
ませんか。

Honorable Ministers, 
Honored guests, 
Distinguished delegates, and
Ladies and Gentlemen;

	It is a great honor for me to serve this Conference as President.  I wish to take 
this occasion to express my sincere thanks to all participants of the Conference for 
their support and cooperation shown during the last week.  It is my sincere hope that 
the same spirit of cooperation will also prevail for our crucial work in the next few 
days in order to lead the Conference to a successful conclusion.

	The Third Session of the Conference of the Parties to the UN Framework 
Convention on Climate Change - the COP3 - is a very important Conference to make 
real progress on the global climate change problem as we enter the 21st century.  I 
assure you that I will continue to exert my utmost efforts to discharge my duty as 
President, and I sincerely hope that I can rely on your support and assistance for 
achieving successful outcomes here in Kyoto.

	I am pleased to report that the Conference has made substantial progress 
through intensive discussions over the last week, without a break for the weekend.  I 
would like to extend my sincere thanks to the Members of the Bureau of the 
Conference, and Ambassador Estrada, Chairman of the Committee of the Whole, for 
their outstanding work.  At the same time, I would like to thank Mr. Zammit Cutajar, 
Executive Secretary of the FCCC and his staff members for their tireless efforts.  

	There still remain a number of important issues to be negotiated by those of us 
who attend the High-Level Segment of Ministers and other Heads of Delegation in the 
coming days.  I have confidence that we will be able to make a breakthrough in the 
negotiation in order to achieve the final agreement by the end of December 10th.  In 
order to do so, I would like you to consider the following approaches:

	First, it is the developed countries that must take the lead in committing to 
reductions in greenhouse gas emissions.  I trust that Ministers have come to Kyoto 
with the strong political will needed to achieve this goal.

	I fully recognize that developing countries have already started to make great 
efforts to mitigate climate change.  In order to ensure current commitments and 
facilitate further actions by all Parties, I welcome the voluntary initiatives taken by a 
number of developing countries to combat climate change.

	I appeal to my colleagues to exert all efforts in order to meet this critical global 
challenge.  The challenge is demanding us to change our course, which we have taken 
for granted for a long time.  The change may not always be comfortable, and may 
bring some pain.  However, united, we will be able to do more than would be possible 
individually.  Let us then unite in our common endeavor to move forward toward a 
solution.

	A lot of work has been done in order to get us here in Kyoto, which makes this 
Kyoto Conference uniquely ripe for our critical decision.  To avoid irreversible 
planetary damages, I am confident that the Ministers and other Heads of Delegation, 
gathered here, representing the citizens of the earth, will take concerted and decisive 
action to seek a lasting solution to this global challenge. 

	Let us not let this invaluable opportunity slip through our fingers.
