Title	The Co-benefits from Mitigating Climate Change and Air Pollution in Asia: Beyond Quantification
Contents	Asia's policymakers are increasingly turning to co-benefits to help align their climate and air pollution policies. This interest has led to growing attempts to equip policymakers with the tools and knowledge to quantify reductions in multiple pollutants and achieve multiple benefits. But while quantifying co-benefits can help policymakers envisage potential savings, it is still one part of a decision making process. Equally important are whether the results of a co-benefits analysis are integrated into policy and achieved on the ground. The purpose of this session is to discuss how to get beyond quantification to concrete demonstrations of co-benefits in Asia.

Session Summary	Eric Zusman, Institute for Global Environmental Strategies (IGES), Hayama, Japan Noted that there has been a significant increase in interest in co-benefits over the past decade—but still more needs to be done to translate that interest into tangible actions. Highlighted some of the ways to trigger action, including focusing on measures that can reduce short-lived climate pollutants (SLCPs); focusing on social not just environmental co-benefits; and planning for follow up activities based on co-benefits analyses. Johan Kuylenstierna, Stockholm Environment Institute (SEI), York, England Underlined the significant air quality and climate benefits from mitigating SLCPs in Asia. Provided examples of how SEI is working through the Climate Change and Clean Air Coalition’s (CCAC) supporting national action planning (SNAP) program to help countries mainstream SLCP actions into existing policy processes. Ankit Bhardwaj, Center for Policy Research, New Delhi, India Described a process that is being used in India to bring multiple stakeholders into decisions with potentially multiple benefits. Noted that going through this process can help discover new benefits and solutions for achieving them—for example, a project on cookstoves showed that some of the key benefits for stakeholders were cleaner walls from reduced smoke. Albert Lai, Carbon Care Asia, Hong Kong, China Provided examples of some of the co-benefits from renewable energy programs in Hong Kong. Described several ways that non-governmental organizations can work with governments and academics to demonstrate these benefits and implement programs to achieve them. Alun Gu, Tsinghua University, Beijing, China Provided an overview of the Tsinghua university's modelling of air pollution and climate change co-benefits from energy policies in China. Noted that the key to realizing these benefits will be greater coordination across government agencies (what she called "synergistic governance").
Key Messages	Asia has significant potential for capturing co-benefits from mitigating climate change and air pollution Researchers need to explain to policymaker's concrete actions they can take to achieve these benefits Some concrete actions target quick wins by reducing short-lived climate pollutants (SLCPs) Other important steps focus on bringing policymakers into a multi-stakeholder process that identifies benefits and barriers Often these processes will reveal benefits that are not only environmental (air quality improvement and climate mitigation) but social (gender empowerment)
