Project Background | Water pollution has become an increasingly serious problem in rural areas of China as a result of rapid economic growth in recent years. Based on cooperation in water pollution control was included in the Joint Statement by Japan and the People’s Republic of China on the Further Enhancement of Cooperation for Environmental Protection (April 2007), environmental ministers of Japan and China concluded a Memorandum of understanding on model projects for decentralized wastewater treatment system in rural China in May 2008. The ministers also concluded a Memorandum of understanding on model projects of total pollutant load reduction (ammonia nitrogen) in rural China in April 2011 after ammonia nitrogen had been designated as one of the water pollutants for total pollutant load reduction in China’s 12th Five-Year Plan. Based on these Memorandums, model projects are being implemented in China. | ||||||
Objectives | Domestic wastewater is one of the major causes of water pollution in rural China. Through implementation and verification of model projects, domestic wastewater treatment facilities, which are sustainable in terms of cost for the construction and management and ease of maintenance, are promoted. These efforts expect to contribute to promotion of water environmental protection measures in China. | ||||||

Project Achievements | As a result of monitoring implemented in some of six project areas where construction was completed, the goals for water quality level and maintenance costs were mostly achieved. The local government of Taizhou, Jiangsu, one of the model project areas, decided to construct ten more facilities based on the outcomes with support from the Ministry of Environmental Protection of the People’s Republic of China.
