1.環境保健クライテリア(EHC:Environmental Health Criteria)

  ストックホルム(スウェーデン)で1972年開催された国連人間環境会議の勧告、世界保健機関(WHO)総会のいくつかの決議(WHA23.60、WHA24.47、WHA25.58、WHA26.68)、および国連環境計画(UNEP)の管理理事会の勧告(UNEP/GC/10.3 July 1973)に応じて、環境汚染による健康影響の総合的評価に関する計画が1973年発足した。
  WHOでは、水銀、PCB、窒素酸化物等の化学物質が人の健康に及ぼす影響を総合的に評価して、各化学物質毎に『環境保健クライテリア(EHC:Environmental Health Criteria)』として公表してきた。この事業は、当初WHOの事務局が評価原案の作成を外部の専門家に委託する方式で行われたため、その成果はわずかしか得られなかった。
  このため、1978年のWHOの総会決議に基づき、次の目的を達成するため、各国の主な研究機関の有機的な協力による「国際化学物質安全性計画(IPCS:International Program on Chemical Safety)」が1980年から開始されている。IPCSの主な活動は以下の通りである。

a ) 既存の公表文献を収集、検討し、化学物質が人の健康及び環境に及ぼす影響を評価すること。

b ) 化学物質の安全性評価のための方法の確立及び改善を行うこと。

c ) 化学物質災害対策を推進するため国際協力を実施すること。

d ) a ) ~ c )を行うための人材の養成、訓練を推進すること。

  本計画は、WHO(CENTRAL UNIT)、UNEP及び国際労働機関(ILO)が参加している。
  なお、この評価の対象にされる化学物質の範囲は、家庭用化学物質、大気・水・食品中の汚染物質、化粧品、食品添加物、天然毒物、工業薬品、農薬等とされており、医薬品は除外されている。

  「環境保健クライテリア」の構成は、下記のとおりとなっている。

2.国際簡潔評価文書(CICAD: Concise International Chemical Assessment Document)

1994年ストックホルムで開催されたIFCSの第1回会合で、IFCSは、2000年迄に化学物質の国際的な評価を追加して行うように要求した。これらの作業は、「環境と開発のための国連会議(UNCED)」で決定されたアジェンダ21第19章のプログラム領域Aの目標を達成するために進められた。
1995年1年に開催されたIPCSとOECDの合同会合で、IPCSは、世界的に利用可能なリスク評価文書を策定するためのプロジェクトを進展するように勧告された。このような文書は、対象化学物質に対する暴露の結果から、ヒトや環境に対するリスクの簡易な評価を提供したものであるとされた。また、当該リスク評価を助けるための主要な調査研究やリスク管理のための実際的な勧告の広範な概要を含むものであるとされた。
1995年5月の第1回スティアリンググループ会合において、新しい評価文書の様式、作成の仕組み、内容が検討された。また、当該文書の名称が『国際簡潔評価文書(CICADs:Concise International Chemical Assessment Documents)』と決定された。

国際簡潔評価文書は、選別された国/地域の評価文書や既存の環境保健クライテリアに基づいた簡潔な文書であり、ヒトの健康及び/又は環境に対する化学物質の潜在的影響に関する種々の科学的な知見を要約したものである。国際簡潔評価文書の第一の目的は、読者を手助けする(例えば、暴露評価、有害性の同定が国際簡潔評価文書の中には記載されている。)ための化学物質の暴露による有害性と用量の特性づけである。また、国際簡潔評価文書は、科学者やリスク評価に責任を持つ専門家が用いることを意図している。

IPCSでは、現在、国際簡潔評価文書のような短い国際的なリスク評価文書を策定する仕組みを確立するために行ってきている、プロジェクトのパイロット段階を完了する段階にあり、このパイロット段階では、次の12の物質について当該文書が作成されている。
